Description:Basic State is a very basic free service that allows for monitoring of ping, http, and https. The service seems limited to one site. If a simple service check is only needed, Basic State could work for your needs. It is unclear of monitoring sites and locations which is limiting for a checking services.
Key Feature: Very basic service for a single site.

corrections
As mentioned on the post on the comparison matrix page, there are a couple of corrections with respect to basicstate.com as listed in the matrix.
They are:
tests are not ping, but http, https and dns
alerts are also available by SMS @ $0.25 each
email reports include latency for dns, connection, ttfb, ttlb. (time to first byte, time to last byte)
unlimited sites may be signed up under a single account
